    73 S - engine bay/fender 'L' bracket - question please

PET calls for just one of these small brackets that secures with a bolt around the tubular 'L' bracket that connects in the engine bay and I believe the other end securing the bumper when fitted to the car. I don't recall which side had this small bracket. Can anyone please help identify its purpose and how/what it is used for? There is an equally mysterious (at least to me) small bracket that secures with a bolt and 'sandwiched' with a rubber pad on the oil tank that aligns somewhat near this "L" tube, but not close enough to connect to it. If anyone knows what that is for I'd appreciate that information as well. Thanks!

    rear bumper support

Each side has a support, they might not be the same.
Here is the oil tank side.

The bracket goes under the lower flange on the tube. The tube goes through the frame.
