Correct Finish for SWB Steering Rack?

Wrapping up my undercoat project and need to know if the steering rack pan is painted or had some sort of rubberized undercoating. My pan had a "brushed on rubber coating" and not sure if it is correct. The powdercoating place took it down to bare metal for me so I either pick it up raw or have them powdercoat it for me. TX!

The pan on my '67S has the same undercoating as the rest of the bottom of the car.
