73.5 exhaust: painted gray or stainless?

I was looking at factory photos of 1974 production and noticed that unlike earlier Bischoff/Liestritz mufflers they now looked like stainless rather than painted the light gray (yet headers will still painted gray). Was there a process change during 1973? Did they switch materials or start galvanizing the mufflers? I can't find any record that indicates this change, or why, so perhaps the community has an idea?
