Trying to install my TGL, and find these 2 BIG bolts, welded to a plate, on the inside of battery box. What could they possibly have beed used for. Threads have not been used. I don't get it?

what are those other 2 bolts at the bottom edge of the horn grill opening?
maybe they're related.
Same ? about those two bolts!!!
Without knowing any history on your car, or intending any offense....maybe mounting points were added for pulling the chassis straight following an accident ??

Are they only on the one side or both sides. If both maybe for tow brackets.
They are on both sides. No sign of ever having body damage. Something like that would certainly be obvious. Look at that beautiful dry, straight battery box. The 2 allen heads next to battery box look strange also, don't they?

They could have been mounting holes for a through the grill light bracket or some other gear, and someone plugged them by putting a bolt in the hole. Easy way to keep water out if you don't have a little plastic plug to fill the hole. Just a guess anyway.

the electric wiring for optional "trough the grill lights" is definitly complicated
(wire goes down between two bended metal edges and again up into luggage compartment trough two existing holes usually plastic plugged). To remove the system its a hassle too as the mounting gear interferes with wiring.
If you want to speed off this process, the pictured solution is clever as the wires go straight trough the box into luggage compartment.
