I'd say he made a significant mis-judgement in closing speed .... that said this type of incident happens everyday and it's by folks that don't realize driving is a FULLTIME job when you are behind the wheel..... the major contributor to these incident, as suggested above, being call phone usage while driving....
Hardly a full time job... street driving is actually fairly boring; even when constantly dodging idiots. However I do agree with you that distracted drivers account for most of the obstacles and wild cards.
Freely acknowledging that I’m probably sexist I’m triggered anytime I see a driver doing 20 mph over the limit with their right hand clutching their device and devoting 30-50% of their eye contact to it. Most of the time they’re girls.

Frank,I always felt much safer racing than driving on the street, still do.
1) Everyone is usually heading the same way.
2) Usually pretty competent drivers
3) A full range of safety equipment.
4) Everyone is paying attention
5) Equipment is in tip top condition
6) No 16 wheelers
7) Emergency crews and Doctors close by.
You might have different circumstances in Arizona, but driving in Texas and especially Mexico is always an adventure!
