Here’s another
Could be Ziebart rust proofing plugs from back in the day. They would drill holes and spray rust prohibitor inside the holes.
Ziebart plugs were yellow with "Ziebart" moulded on their centers. Those are factory, and I'm guessing your car is Karmann built.

No the car is not karmann but very early 69t Reuter’s. Had all the original horse hair and sound deadening.
Yes plugs look original, need to check but something written on them?

Found some other holes welded up on both sides of car but surely can’t be rush or rot as there in exactly the same place either side. Near to where the plugs are fitted?
They are just to the rear of where the black seat rail fits on the inner sill?
I haven’t a clue why they are there, about 1-1/2 inch diameter, black markers are the holes

that is were the jack tube is welded to the floor ….. look directly under them and you will see you are at the jack reciever
