Don't know about the 'option' scenario but 303404 does not have one.
the 911 S in late 1966 - MY 1967 - would have had the sway bar as standard
the plain 911 during 1966 did not have the sway bar as standard
there might be something in the options brochure for either year to say otherwise
are the trailing arms date stamped ?

a sway bar for the rear was not available for early cars.
The bulletin Nr. F 4/67 had as an attachment the
"Einbauanleitung zum nachträglichen Einbau eines hinteren Stabilisators" - "Installation instructions for retrofitting a rear stabilizer"
These are two pages, plus one sketch in scale 1:1 in DIN A3 plus a template in DIN A4 for correct work and drilling.
