First educated guess is Walsall (makers of Les Leston wheels) because the spoke width & radius at the rim is so large. At least one Leston wheel looks nearly the same, with spoke cutouts divided in the middle.
Could also be Derrington or Formula/Speedwell, which produced similar products. Either way I'm betting English, not Italian.

I'd say it one of the lots of personal manufactured wheels - but it looks a bit crude missing some elegance others have.
No expert on those. All i notice is the date stamp looking a lot like the ones on the older personal steering wheels. However, the bolt pattern is different... (1-3-5-7-9-11 o'clock)
so... are we back to English ?
