On a COA for a ‘73 E, build date was 4-1-73, it states an option was “gold security painting”
I know in ‘74 they called it Safety Striping. Thought ‘74 was the first year for that option?
Same thing??

Hmmm, a mystery,
The black stripe is a decal, not paint. So I don't think that's it.
I have a giant un-used black stripe decal. That was a waste of money.

As far as i know the only 1973 car with that striping was a black RS (3601585) done especially for a "friend of the family" Maximilian Schubert as detailed in the RS book. That book also said the option was not available until the 74 year model. Probably it is a wrong translation of another option on the COA (not unheard of :D ) or maybe even the "safety stripe" option number was a recycled one from earlier on.

Also, as stated on COA, the original car color was black, so it wouldn't really need a black hood decal.
The hood was already "safe".
(But, they may have used a gold stripe, like the gold eagle on the black Pontiac trans am, of the era)
Perhaps it should have read, gold safety stripe. And someone just translated it poorly from a German record.
