    Is Paypal connected to your credit card? Perhaps you can interdict the payment that way?

    If you used a credit card, I'd dispute the charge...and I would still contact PayPal...

    I have contacted paypal but got a standard answer of its out of the time frame for disputes. Ill have a chat to my bank and see what they say.
    I do actually believe he sent the parts so I dont want him to be completely out of pocket either, hence thinking the 50/50 split could be a fair resolution even though im gutted to lose the money

    Well I think it's depending whether the buyer wants to pay for fully insured shipping.

    If yes the problem is up to the seller. If not I think it's a problem of the buyer.
    Standard DHL convers near to none. If you add service premium it's still not much (500€).
    Shipping large or heavy stuff insured with values exceeding 500€ to the US is very expensive.

    Anything to do with getting money for lost/damaged items is on the seller/shipper even though you paid for it. You have no documentation of proof and he made the transaction.

    If all you've stated is correct, contact the financial backer of your credit used on PayPal, hopefully it's a card and not direct from your account, request to dispute the charge and follow the steps and procedures they give to you. If things are as you say you should receive a credit back on the charges, and don't ask for half, you did everything 100% correct and should not make any deals with him due to things out of your control.

    I actually do believe he did send them but ive just never received them. As much as I would like all my $700 back I feel for him also, he has sold a lot of parts on here with good feedback. I thought $350 was a good compromise but he seems reluctant to even refund that.
