Just for me to learn, Don't they usually say W Berlin when they're that early?

Good eye had not noticed that but have another 303 jr early date 64 also just says Berlin

Best understanding is that the early mirrors were called Berlin series, also one can see the center casting is not there on the early series I guess.

    Materials of Construction
The Talbot® Berlin Series mirrors are made from hand spun brass. The brass casings are then polished and chrome plated for a traditional look. The result is a mirror that is concours quality.
The Talbot® SL series mirrors are made from hand spun aluminum. The standard finish is a brushed satin. Characteristics of these mirrors include minimized glare and a brushed finish that is perfect for a racing appearance. The housing are also lighter than the brass housings, only 140 grams [5oz.]

Interestingly the NOS boxes say west germany and then west berlin but green dot on body says Berlin

Not really sure how to resolve your very good question

So does it have a the carved chromed stamp or the Green dot? Because the green dot is a later mirror to my knowledge ?!
