In my hard copy of the 65-68 Parts Catalogue they are listed as you said i.e. 'Protecting sheet, front brake (optional) for races' for the base 911 only so that usually means 65-67, it says they are fitted instead of (fig. 8) which is the standard brake shields so I would assume the two holes would match two of the four holes found on the standard plates and therefore use existing mounting points. Given their size they probably offer protection to the caliper but greater cooling opportunity compared to the solid large protecting plates together with solid brake discs and something not required once the large plates were changed to the ones with holes in them and the move to vented brake discs.

These fabricated pieces parts bolt to the caliper carrier (5) to replace the lower half of the original backing plates (9), retaining protection but providing increased cooling.
Oh, I see now. Thanks, Tim and Jimmy! I've had them forever and didn't know what they were used for.
