    The lens looks like the ones on these CIBIĒ Super-Oscar fog lights:

    The Super-Oscar is 22 cm, but the similar Oscar and Oscar SC are about 18 cm.

    I found this photo saying it's an "Oscar" on-line:

    Starting in the '70s or so CIBIĒ was the source for auxiliary lighting. I don't think CIBIĒ lights were ever on a Porsche options list but they were probably used on some factory race and rally cars. The driving lights mounted on some race and rally 911s sure look like CIBIĒ Oscars or Super Oscars.
