Holes in a 1965 headlamp bucket

This is the headlamp bucket of a 1965 car still with the matching VIN number stamped into it. It has 4 tiny holes with a small white plastic insert, arranged as a square, 2 on the left, two on the right. Haven't seen this before. If this is original what is it for then?

are those holes at the same position where later bowls had the tabs for the US headlights?
