Toggle Switch and Antenna Type Identification

This 1969 911T Targa appeared for the first time at this weekend's local cars and coffee. The car recently came out of a +27 year hibernation.

The owner was unable to identify the function of a toggle switch on the dash. Also note that the radio antenna is located on the passenger side front fender. My understanding is that the left fender antenna location denotes a power antenna. The antenna is located far enough to the rear that the power unit is not visible by looking at the rear of the front fender wheel well. It appears neither the toggle switch or antenna are in operational condition.

I surmise the car looks like a ROW model that went through a USA DOT certification process before the current owner purchased the car in 1980. The Alpine radio appears to be a late 70's vintage aftermarket unit that may not have had a power antenna interface, hence the toggle switch above the radio. Can anyone shed light on my theory? Many thanks.
