This bearing seems to have a very light detent or ratcheting feeling.
Is this correct or should it be smooth. If smooth is there still a source.

There should be a brand and number etched on it.
I don't think any bearing should feel ratchety, doesn't look like it has much grease packed in.

You probably find the bearing in any machineshop supply or maintenance supply shop or a shop that rebuild electric motors, it's a very common size in europe. You can find them in almost every drillpress etc.
I just turned mine 90 degree, but it was not as worn as yours

I think that you may need 901.347.929.00 Steering Rack Repair Puck, -'68, $5.99 from Stoddard.
Like many things, they changed the design in mid '68.
