It was the lower middle class and low income neighborhoods where "cinder block cars" were becoming a progressive blight. So be it if we have to legislate hillbilly behavior...just another form of pollution and littering.
    I'm kinda on the fence about this one...on one hand I agree people SHOULD keep their neighborhoods looking tidy, on the other hand I have a problem with the government telling people what they can and can't do with THEIR own property....
