Mine do not.
The bulb on the flasher switch does blink.

I haven't bothered to trace the circuitry but for what it's worth when my hazard flasher is working only the lamp in the switch illuminates and the lamps in the instrument housing remain dark. It all probably makes sense from an electrical standpoint since the 1969 hazard flasher is unique to that year. So long as mine is working I have little incentive to delve deeper into the subject.
Thanks for your response. My hazard switch is operating the same as yours. It seems that the turn signal indicators should both flash when looking at the sl-33 diagram. It might be a contact in the switch. I will check the voltage at the switch l and r.
My 69T operates the same as you and ejboyd. Also if the key is on and I have the indicator set to left or right and it’s blinking within the tach and I pull the hazard, it’s stops and only blinks within the knob of the e flasher.
All three of my '69 cars are the same.

'69 owners are not alone. I found this article: https://www.porscheclubgb.com/forum/tm.aspx?m=943143. (Until 84 the signal indicators did not flash with the emergency flash on).
I don't have a bunch of basic knowledge but my 73 T this winter had the instruments rebuilt by the usual West Coast guage restorer. While they were being installed by my local respected Porsche shop, several early cars being worked on simultaneously resulted in me having a brand new (to me) rebuilt tach put in as well as a new replacement flasher put in as the shop was playing musical chairs with electrical work being done on the other early cars and consequently the flashers being swapped from car to car as the work on them was being done. I went from having the red light flash to having the light flash and the turn signal indicators flash. The shop is trying to chase down my original flasher. All new flashers sold are generic to fit all years, so its likely that if your flasher was replaced in the last decade, I'm guessing you may have a unit that flashes the turn signals too. The old Auto Meter tach might have impacted this as well.

Frankly I'd be very hacked off if some 'shop played musical chairs with my car's original factory fitted components while car was in their custody. On one level they are similar parts from OEM supplier but a shop that can't keep track of and control parts belonging to a car/owner doesn't deserve to be trusted with our cars.
Deliberate informed choice to swap a different thing to diagnose and resolve a problem maybe valid and specialists with parts bin well placed to do that but as related here this sort of lax Brownian Motion of original parts on parallel shop work is slovenly and simply unacceptable to me. A well known specialist shop once swapped out a working original (albeit fairly trivial) factory fitted part from my car but never told me until I found out when I looked car over after the work -- part was by then gone
Upshot, they never got any work from me again. Lost my trust. They were sufficiently knowledgable to know what they were doing. Suspect bit can't prove bit ended up in owners own car. Lost them a small fortune in work they could had from me on that car over several decades since. Also I've never recommended them to others who asked for a referral. I was very annoyed indeed. Am I too fussy?

Checked a 69 and a 72 this a.m. In neither case do the turn arrows light up when 4 way is on.
