    I see. Hmmm
    What I would be doing is. Tho maybe not the best idea.

    1. bypassing the relays for a test. With alligator clips.
    2. Flipping the relays around
    3. Trying some used relay(s)
    4. Checking for a ground to the body, that is poor.
    Which is causing the electricity to find a new path to a ground

    5 bench testing the relays again. By finding the poll that is not hot, till the relay throws on.
    And make sure the on/off in the relay works.

    Well I'm happy to report that the wipers are now working correctly!! I was able to track down the "follow up switch" relay and that fixed the problem. Thanks to all for your advice and help especially Scott A.
