Hard to find VIN numbers requiring disassembly?

The ex wife shouldn’t have stolen the titles, but did this guy in return fleece her too?

“ But the VIN number are hidden inside old Porsches, and the cars has to be taken apart in an expensive procedure at a garage in order for the data to be retrieved.”

    $7,000?!

There is a critical element of this story missing. As it reads it doesn't make sense. For example, why would he need the VINS for the cars, if they are registered he could go to the DMV and order replacement documents using his name. I can go to NY DMV site, type in my name and all my cars come up, showing when inspection is due, when fees are due, etc.

I wish I was that garage. There is certainly no need for any real disassembly. A look through the windshield will suffice for most post 1969 cars.
