No, it shouldn't be.... However many are...How does the vapor breather tank pictured attach behind the dash or is it just supported by the attached tubes?
You see the bent 'U' hanger attached to the upper panel. There should be a square section black 'rubber band' that loops from the 'U' around the middle of the box, and back to the 'U'....
My square 'rubber band' disintegrated about 25 years ago... so I now use a couple of zip-ties
I believe some contributors have found close 'rubber band' replacements through some hardware suppliers...
Pic shows the 'U'.... with no rubber band

Partsklassik has a nice functional retaining strap that I just used in my 1969 restoration.
