Let me guess - your 1970 MY?
Both my 69's do not. The Coupe was born in Oct 68 and I know was 99.9% original when I got it. It also does NOT have a VIN plate on the windshield pillar. My Targa - born April - does not have the sticker your are looking for - but DOES have the plate on the pillar. I have compared them with other cars of the same vintages and they are consistent.

So I'll guess that 1970MY started using the VIN Stickers. I'll check mine tomorrow to see if I have the A Pillar Plate. Of course, I have the Plate on the threshold in the Trunk. I'll also check my COA and see what my mfg date is.

The safety compliance decal was a North American requirement as was the A-pillar plate. Euro cars did not have either of these items. While the US DOT may have set the standards, Canada adopted them as their own.

My 69T doesn't have a sticker either but here's something to consider - my car was a european delivery so I don't know if that's the reason it has no sticker??
I have never seen a 69MY car with a door vin and have owned several. Currently I own an original paint 69 survivor with a 10/68 build, no vin sticker.
My late 1968 911 Sporto came with a compliance sticker just under the vin/paint color sticker. The compliance sticker was not their best work. Inspite of the photo sizes, they were both the same size.

Okay, so the first of the Compliance Stickers were on the hinge post with the paint badge. This version appeared in 1968 MY:

68 had the compliance plate w/ rivets.
69 had the compliance plate that was glued on.
There was no sticker till 1970 AFAIK
