Who made those? I've never seen bracketry quite like that...how much does that stuff weigh? They Look heavy. What engine size are they intended for?

This is a set of Porsche oem competition exhaust pipes and the matching exhaust carrier. These are over the counter race parts that could be ordered from any dealer.
They were used on all the early 911 race cars from the early 2.0 liter days up to the 2.3 ST (maybe 2.5 as well).
You will see them on virtually all the early 911 SCCA racers in the Registry photo threads.
They have 901 part numbers and are listed in the early parts lists of comp parts as Exhaust Pipe Carrier and Exhaust Pipe Right and Left.
I have run open pipes at Lime Rock and Watkins Glen; in fact, I drove 250 miles to and from Watkins Glen once with open pipes and no problems (with ear plugs of course!). Remember, open pipes save lives.
This is the right stuff for a properly presented rennsport style 911 P car.
They are allowed on Spa Fr. and Nurburgring, possibly more tracks in Europe.I doubt you would be able to use that on many tracks.

Those megaphones would be perfectly acceptable for use at any track without db noise limitations, for example here in Calif. Fontana(Calif Speedway), Willow Springs as well as Buttonwillow are 3 examples that come to mind, also one that does not Laguna Seca...and it's 92 db limit.

When I first got my RS it was set up for tracks well east of this coast. Headers with open megaphones. I drove it off the trailer into the house and let it idle a moment. The entire house vibrated. Childish as I am I told my wife I was going to take it around the block ....just once. [PO advised he used to somtimes drive it a couple of miles to the race shop for prep and never had a problem.] My "block" consists of about 50 homes on the inside with wetlands surrounding us. I tried to see if I could find an RPM range that wasn't too loud and I gently cruised around the circle, ignoring stares from shocked neighbors... When I got back inside my wife informed me that at any given instant she could point to exactly where I was driving. It got somewhat muffled and driven on the street with miminal other mods. But I still had to wear earplugs.
Loud is kinda fun!
I have one now with 2.8 and it is louder.... :-> There is no way you can get away with running on "big" California tracks this way but, interestingly, you CAN do it on the streets. Go figure. [I suspect we get a break because of all of the unmuffled Harleys. That, and gray hair AND that most of the bike cops are half deaf from riding these beasts all the time.]
Last comment. Wanna find out if yours is too loud? Just idle through an enclosed parking garage. If it sets off ALL the car alarms: Too loud.

See the posts by jashford. These are Coastal Fabricators pieces. Pretty loud but not too loud. Track legal I believe.
