    Those are the Netherland and Belgium cars. The second car above is a 911T 2.4l.
    The STOP sign was used until 1973, afterward it was changed to "Follow", as a source writes.
    Most early ones were Targa's (or 356 Convertibles), better suited for uniforms and/or standing in the car while giving traffic signs.

    Germany ones had cream/green "Polizei" livery or simply white



    and there exist a black and white Swedish "polis" 911.

    the Swiss drove a few 356 in the early 60ies

    plus also this Jag (one of the fasted sedans at that time)


    while the French "Gendarmerie" had Alpines..

    I'd guess that Bosch made those light units, as well as the flashing top lights, etc. Set your time machine to "1973, Germany", and you should find them easily. Seriously, though, the best place to find them is either the internet or at the Porsche Lit Meet in Los Angeles next March.
