it is supposed to work independently of the front fog lights and may work differently in different markets due to road rules.
Here in Australia (actually Victoria as i am not sure that the rules are even consistent across Australia) the front or rear fog lights cant be turned on without other low beam or side lights but i don't believe they are allowed to be on in conjunction with high beam. Also they must be wired so that they are turned on separately from other lights as it is illegal to use them in other than poor viability conditions.

therefore the back one should NOT automatically light up when the rear lights are on
The factory switch for my 73 car is a three position one - using both pull out and twist
From memory the pullout gives front only and only if sidelight or main beam is on. The twist gives rears only and pull and twist gives both. There used to be separate laws here about the use of a rear fog light (and there may be elsewhere) that meant that they had to be able to be operated separately from each other

given the rarity of the 3 position switches (i have been looking for one for a few years now ... hint hint) most are now used with 2 position pull switches, the first pull for fronts the second for both.

I could not say much. Europe treatment same as Autralia :-) (at once). Independant rear fog light - 3/2 position switch on classics.

Hugh's recollection write up in the second post is spot on. Here is an entry I did on the rear fog in my car, including the part numbers for the 3 position switch
