The bad news is... We're in such a drought I heard if CA. got non-stop rain for 3 months the 'needle' would just start to move...

continued to dismount the suspensions. I have 2 questions :
1- Do i need to buy a new torsion bar or can it be repaired (see pic) ?
2- the front suspension are stuck with the ball joint, even if the threaded pin is remove - any tricks ?

Torsion bars are a stressed member of critical importance. The physical dynamics on a round object in torsion is fascinating as virtually 80-90% 0f the load is carried in the outer 10% of the object.
So!........even scuffed or surface rusted torsion bars are at risk of fracture...and do so in the rust belt of the US. They scuff from sitting off center on the A-arm with worn out rubber.
Short answer on repair..NO! Hell NO!
I'm just guessin' you need new ball joints.....so they're disposable. Heat the end of the strut around the ball joint peg and POUND! You might try some penetrating oil (Wurth Rostoff) for a day or two, but heat and impact will separate.
