fuel venting lines: normal to sometimes accumulate gas?

Recently filled up the tank and noticed that the vapor lines had quite a bit of gas in them- is this normal during fill up? Wasn't sure if overflow into these lines is expected/normal...Pic below shows the buildup of fuel in one segment of the lines. Thanks for looking.

Fuel does get into the lines, and some will accumulate in the fender tank.
