Anyone experienced in researching specific cars in France?

So, thanks to my OCD nature, and the mysteries that come with so many of these great cars, I'm becoming reasonably adept at "Porsche forensics" (for lack of a better term). It's amazing how much information is out there with various government entities, businesses and individuals. You just have to know where to look.

Unfortunately, my experience is all U.S. based.

Are there any members who have experience doing the same kind of research in France? I have a car that I'm researching (ideally trying to locate) that was originally delivered in Guéret, a commune (according to Wikipedia, at least) in central France. I'm in possession of the Kardex so I have the VIN as well as the original owner's name and address.

I'm on a very interesting chase and would appreciate the help.
