I'm going to guess you're talking about the plate up front? That might very well be a federal crime. When I was in Philly we used to call it "plating". You could buy a car in the junk yard - complete with a VIN plate and a title. Then you steal a car of the same make and model. Transfer the plates over to the stolen car and you you now have a title for the stolen car.
Both the local police and the Feds know how this works. It might not be a real good idea.
btw - When I was writing an article about auctions I learned that every auction sends cars home if the chassis/VIN plate is questionable. They all hire retired theft recovery specialists to check every single car. In most cases the current owner had no clue that his plates were questionable.

There is a place in Kansas that does this, well I know they make license plates. Do a google search under Leavenworth I think that's the name.

Can anyone actually help the OP?
It must be a US thing you're conditioned to? There doesn't have to be anything nefarious going on to require a new plate... The plate gets damaged or lost in b@stard forward dating or restoration exercises, they can get pitted and chalky, or a simple front end collision leaves it creased. So long as it matches the stamped chassis number (which is the real VIN) what does it matter?

Undue panic I think. The plates are for sale without the vin. However, lest we forget, the VIN is stamped in the trunk sheet metal. Altering that is the crime.
I´m missing the VIN plate on my new project car. I do not really need it because the car is already on plates and I have no reason to suspect it has been tampered with. (Feel free to drop by to inspect if you pass by Southern Norway, I will serve beer and coffee while you tear my car apart )
I would like to have a plate because it should have one and to avoid explaining every time I need to go to a MOT test.
I have a very good repro VIN plate in case I have to stamp it myself.
I also have a NOS VIN plate in case I can get it stamped by Porsche.
I know they used to offer this service in the past, but until now I have not been able to get in touch with Porsche Classic. I am willing to haul the car down to Germany for inspection, no problem. Still I only get this reply by mail:

I guess this is a polite way of saying f!@k off, we are not dealing with ordinary enthusiasts anymore. Please let me know if anyone of you have a good contact at Porsche Classic that remembers what Olaf Lang said about how the contact between the company and their customers should be.
I will update the post if I succeed in getting an answer from Porsche.
