It is a type of undercoating or rough paint. The 912 assembled at Karmann had a slightly rougher coating/paint than the cars produced in the former Reutter buildings (incl all 911). I do not know for cars after the summer break 1965 (IE model 66), but the early cars were black under the hood.

On my car at least the finish is a hard sort of pebble grain. Maybe it wasn't always so hard but I'm not sure it's exactly an undercoating compound.
