It certainly looks like from the 356 era, or very early 911 era, and legitimate in 60s construction.
But I have never seen a part like that.
Maybe it was something for cars with air conditioning?

I want to ask, what other types of cars have you had? and perhaps this part come from one of those.

what options did the car come with?

stupid to point it out here but it certainly reminds me of footrests...the corner cut is identical but the shape obviously isn't. Is it bendable in those parts that are marked or is it a solid piece?

Considering they cut a large hole in the metal of the passenger foot well for A/C, and had big paper tubes coming inside the car, was this a cover to protect those tubes?
My dads A/C was dealer installed, (poorly) and probably had no cover.
Tho I don’t know what kept us from kicking and denting the tubes. And I think my dad's wood kick board was cut up too.
But perhaps factory behr had a cover like this??

can you list the year of your car? and targa or coupe?
and what it options it had?

The appearance (material used), construction resembles the battery covers of earlier 356s. They had cardboard painted covers. This is not a 356 cover though. Also the holes on these one seems to be painted, like the rest of the part. So the holes were done at the factory?
