I have my turn signals working correctly and my flasher unit for the emergency flashers bench tests OK. My wiring has been verified to be as in the picture attached. I'm wondering if there is an work-around to using the OEM flasher unit.

Here's is another solution which works. My 68 had the same issues with turn signals and hazard flashers not working correctly. Turns signals flashed normally on the left and crazy fast on the right. Hazards not at all.
I first cleaned all the grounds and bulb holders. PO had the right front incorrectly connected to the 2w marker bulb. Then I replaced the turn signal flasher in the trunk near the fusebox with a Tridon EL13 available at any auto parts outlet for about $5 (photo 1). Turns signals now worked perfectly but no joy on hazards.
Read this thread and a couple of similar ones and I studied the wiring diagrams. On my car pulling the hazard switch results in a click near the pedals and nothing else. If the turn signals were activated pulling the hazard switch stopped the turn signals. A-ha...The relay seemed to be functioning but the hazard flasher did not. As noted previously the hazard flasher 90161534110 is unique in that it has isolated left and right circuits and is NLA (photo 2).
Checked Pelican, ********, Part Obsolete and everywhere else. No joy on the correct flasher. One of the places told me they had a nice one out of a clean 68 that had just come in so I took a chance. Again, no luck and the flasher I received turned out be incorrect.
I was talking to a friend who collects vintage VWs and he told me he had similar problem with his 67 Beetle. Looked at his car and someone installed the wrong flasher incorrectly which caused fuse to blow if turn signals and flasher activated same time. His VW and my Porsche's shared heritage was clearly evident however so I did some research and found this Wolfsburg West flasher Part number 211953227BWW for 67-68 Bug and Bus flashers (photo 3). This part is a combination flasher relay but it has terminals marked 30, S, vR, and vL. Could this be the fix? Will it work if I only connect the four wires on my original Porsche flasher can? OOS at WW but available at several other bug retailers. Cost me $59. Edit - gone up in price since then.
I connected wires as follows
30 - Green/White (Power)
S - White/Red (Switch Ground)
R - Black/Green (Right Side Turn Signal Load)
L - Black/Grey (Left Side Turn Signal Load)
The flasher came with some double spades and jumpers which I didn't use. Tested it and works perfectly. The little red light in the hazard switch even flashes. Yup - I know its a bit more costly than the other fix but does give a clean look (susequent photos). I used an angle bracket from Lowes so I could attach the relay centered and in the hole for the clip on the top of the Stribel GMBH can. I'm posting this as an alternative that works well. Most early car owners I've met tell me their flashers quit working years ago and they are frustrated looking for fixes. Best wishes

I used the Wolfsburg relay that Bryan came up with and it worked for me. After the fact I also discovered that the original can flasher only works if it's properly grounded to the frame by its little hanger tab.
