Hello All: The door sills of my 1970 911E have holes in them. Before I cover them up with the trim, are they supposed to have plugs place in them?

Assuming they’re original factory made holes:
If they’re outside the door threshold then those small holes were for the aluminum trim threshold plates your car has / had.
These trim plates were part of an appearance option group on these cars. The standard trim would have been black rubber mats that were glued down to the sills. Many cars were equipped with the appearance group, to include T, E and S, and so came with the aluminum threshold plates.
If you’re talking about the small holes just inside the door, those are for an aluminum trim piece that also helps hold the carpet edge down.

Well well.
It finally uploaded!
these are the holes I was referring to.
I understand that the sill covers and carpet covers, but do I leave these open and just cover them up
or is there a body plug that I need to utilize?
The large square hole has a sheet metal square on top of it, glued in place, painted body color.
(The other round holes I don’t remember them being factory)
Current long term ownership: 63 Cab, 71 911, 74 914
The round holes are not factory holes and were made by a previous owner or shop.

Here is a pic of the aforementioned metal plate that covers the large hole up front. On my '72 it was fastened with body sealer. I'm guessing this is a replacement rocker panel that came supplied with the (incorrect for this car) two round holes.
BTW, are you going to paint a black perimeter around the inside of the door shell?
