I'll be dying my shroud at some point though I noticed that Tandy and others seem to now make only water-based dyes vs. alcohol-based. Will this be a problem?

I'm the guy who wrote the article, and I really don't have an answer for you...
I've never used anything other then the old stuff.
I will say that even with the alcohol-based dye, the intensity of the red does fade with heat and engine cleaning after a while. So I would amend the article and add... Use less alcohol in the mix, and get the shroud as red as possible in the beginning.
I would do some homework on the net to see if anyone besides Tandy sells an alcohol-based translucent leather red dye.

Here are pix of my E shroud. It was in the usual greasy, scratched, faded condition after 37 years under the hood. I degreased it and then lightly sanded it, working my way down to 200 grit, than rubbing compound, etc. Basically ended up rubbing it out and then waxing it. Took me a day of grunt work, but it turned out ok. Try it out on a small section.
