I'm attempting to replace my front bumper deco strip. Is there any way to accomplish this without having to remove the bumper itself?

I don't think there is anything to prevent you from doing this with the bumper still on the car. I believe you can get to all the nuts ok.
Are you using an aftermarket replacement for the deco? If so, you will need to do quite a bit of fine tuning to get it to follow the contours of the bumper. I placed two 8" sections of 1" dowel in my vice and spaced them just a bit wider than the deco. I used this jib to coax the deco into the correct shape. Be patient.

...unless it's an S with front bumper weights which I believe (it's been years) conceals 2 of the nuts (?)

It will be far easier dropping the bumper - which is very easy - only 6 readily accessible bolts (4 in the trunk and one in each wheel well) to have to lie on your back in that cramped area with a light and have to futz them into position is not worth it. I give it one star out of 5 for difficulty - 5 being the highest.

My '68 non-S had the weights and the same issue. It is going to be a PITA regardless. I hope you are double jointed in your wrists and fingers or have a 5-year old who knows how to handle a wrench.

So obviously not a S but has the S deco strip on front bumper and now am wondering if the whole bumper isn't a replacement "weighted" S bumper? A picture of the inside of one would help.
