Do the SWB Seat Rails bolt through the carpet?

I'm reaching a stage in my project where we are getting ready to install the interior.

Do the SWB seat rails (one on the linkage tunnel and one on the outboard seal rail support) bolt through the carpet?

Or does the carpet fit around the seat rails, so that the rails are bolted, 'steel-to-steel'?
