sheet metal detail question

the PO on my car had it previously restored so i dont have any idea what the original is supposed to look like

it where the tube for the wiring meets the body ( see picture ) on the front end

was the junction migged, brazed (there is one more place on the car that i know stuff was originally brazed)

or just welded from inside and the cavity filled with ....

a picture would be very apreciated

and whats the distance from the bulkhead and the end of the tube ?
