A solid hood with some issues as shown. All of the bubbling on the top side is filler and/or paint reaction. Taking them down with a wire brush grinder, it's just bubbled up paint. But the underside has the typical rust where the bumpers go and some spots here and there that need attention. Still, a very solid hood that can be excellent with time and care.
