Those are real Cibie Bi-Iodes, but made for a Citroen DS, not for Porsches. At 190mm they are larger in diameter - the ones made for Porsches are 180mm - and don't fit in the Hella sealed beam units in a stock configuration as they're too large for the inner rings. However they can be made to work in the Hella housings by omitting the inner rings and doing a bit of customization. I'm working on a set right how.

The 190s look very similar to the Porsche 180s but there is one dead give away - they have "190" in large digits on the headlight lenses.
By the way, there are variations in Cibie Bi-Iodes, even those made for Porsche. Some have city lights (mounted above the low beam light in the top center), some do not have city lights. Also, some have yellow high beams (the small reflector) and some do not. It looks like the reflector itself is yellow but that's not the case - there is a yellow shroud over the bulb.
They're all pretty hard to find and usually expensive, although the 190's are more abundant and quite a bit cheaper than the Porsche 180s. I've sold a couple sets of mint correct Porsche 180mm Cibie Bi-Iodes mounted in restored Hella housings with correct Hella logo lenses in the $2,000+/- range. They're also a bit of work to restore as it can be difficult to remove the lenses in order to disassemble things in preparation for sending the reflectors out for the vapor deposited aluminum plating process.
But to me they the king of the hill of early 911 headlights: they look great and they are kind of exotic having been used on the 911R, 911ST and 911RSR.
