My car doesn't currently have a cover at the bottom to protect the steering rack and fuel lines, so I'm ordering one since it seems like a good idea. I'm wondering if this was a standard part on every early 911, or was it an option?

Standard I believe. However the one they have is not for a '65 as they say.

I think it's 69- onwards. And standard.
65-67 used a different one and I think 68 was unique.
these are also available from Porsche - i purchased mine from Sunset Porsche at a decent price.
You will also need the "gaskets" that provide the seal. These are available at aftermarket sources. Check your parts book for numbers.
