Your water pump (for your window squirters that is :D) mounts there.
If you search the threads from Bob Tilton you will find a good picture.

As Richard pointed out, it is the washer pump bracket. The pump is held on by something similar to a Norma clamp. I believe Richard brought this up in a previous post. If all the sheet metal is rust free consider yourself lucky for two reasons: 1. well it's rust free and costly to replace and 2. the new sheet metal is different.
65-67 has a more "flat cubic" style washer bottle and mounted the pump in the same location. 68 has the "bulbous" later style washer bottle AND mounted the pump in the same location as 65-67. 69+ has the same "bulbous" later style washer bottle BUT the pumps mounted to the washer bottle.
If you have to replace the sheet metal you will not get the bracket, the battery edge is curved as opposed to straight, the battery lip is different, there is a V shaped center drain in front of front gas tank bracket, and there are no drain holes for the two "twat" valves. I used all genuine factory sheet metal.
Luckily, Rich Lambert sent me his original battery lip and I sourced the washer pump bracket from a local salvage yard.

According to my parts book the pump was screwed to the plate.
