I think the standard fixtures are reinforced on the back side of the rear quarter panel for the retractables but in the case of the STs I would think the sills and tunnels were already part of the tub so the mounts would have been added later. If so, it would make sense to stiffen those up a bit like they did with the rears.

Thanks for the thoughtful observations.
The shop fabricated stiffener plates with self locking nuts welded to them to provide for a secure mounting point for the lap belts. Just as you point out, the stiffener plates distribute the load over a wide area in the event of an untoward incident and should provide a good margin of safety under load.
The plates are located so that the nut is positioned in the same spot as the 2,5L ST reference picture posted earlier in the thread.
Once the desired location is determined, an outline is scribed in grease pencil on the sill.
The longitudinal then was carefully relieved with a hole saw to receive the side with the threaded fastener.
Next the plates are tack welded to the outline scribed on the longitudinal.
In the final step the plates are finish welded to the sill.
These plates were copied from an RSR that had been extensively campaigned in the U.S.
The attached pics illustrate the procedure followed on the hot rod.

I think the internal mounts on the lamp provide for adjustment of the beam on the Cibies. Attached is a pic.
As I look at the image of the dash, I am coming around to your point of view and think the glove box door will go back on the shelf.
