Yes, the electromechanical relay has a solenoid (an electric magnet) that when energized pulls on an iron plate (hinged and sprung to pull it back) that engages a set of contacts. As with any magnet and iron plate, as the magnet approaches the plate will suddenly jump into contact and you will hear the snap as it does so. Just as if you drop a plate on the floor, you will hear it stop. So mechanical relays always make some noise when the engage. Now the flasher relay is a bit of a special case in that it automatically disengages and reengages in a periodic fashion; thus flashing. A buzzer is an extension of this where the period is very short, and the individual clicks are lost and all you hear is a buzz.
