Just to potentially help with the sale, can these be un-powder-coated?

Definitely these can be un-powder-coated. Any wheel shop can strip off the powder-coated to bare metal.

how? I looked into this a while back and all methods suggested would harm the aluminum in some way. I checked on a number of chemical strippers that I found referenced online but it's getting very difficult to buy these chemicals, depending where you live. also, most shops lightly sand-blast aluminum before powder coating.

I live in California and the chemicals are easily bought here. Powdered coating typically involves temperatures below 500 degrees. Too low to effect any wheel metalurgy. When the powder coating is cured correctly it should not affect the original temper of the alloy wheels and does not harm the aluminum in any way.

annealing temps for aluminum start at 400 degrees F, depending on the alloy.
