    68-71 Seat Recliners stuck?

I have original 71 regular Recaros in my 71 T. I have the recliners removed and it seems like the recliner levers (that adjust the incline of the back) are stuck and wont move the sliders with the meshing teeth. These seats weren't moved for about 10 years and maybe they are surface rust frozen. I do not know if they have to fully installed to work.? Any help is appreciated as I do not want to assemble the seats again until I have this figured. Thx again JS

very hard to operate when removed from the seat, lots of tension on that coiled up spring, its doable you need to apply pressure to one leg while extending the other.
indeed easier when still mounted to the seat

Thx very much for the reply, any tips for re-assembling the recliners back onto the seat itself.?. I think you need to "wind up" the recliner so it has tension to "spring" the seat back forward when you pull the lever.? Any help appreciated.
