Operation of air regulator on 72S

The air regulator I am putting back on my 72 has two flapper valves for air flow. One is the main flapper that operates from the space cam on the throttle linkage and opens at some % of full throttle.

The other, slightly smaller flapper, has a spring loaded device and appears like maybe it is thermally operated. How does this device work and at what conditions?

At what % of throttle should thee main valve open?

    Thanks

Basically the valve is thermostatically operated to ensure that hot air is quickly sent to the intake to aid in quicker warm-up and hence better running when cold and fewer emissions. The over ride flap is so that if you go full throttle when the engine is cold the override flap will force open the thermostatically controlled valve to let in enough air. There is a good explanation in the shop manual.
