Emergency/parking brake rebuilt but no longer works.

Pulled both emergency brakes. Reassembled per PET with I think all the parts/washers in the right places and the little star wheel adjustment pretty close to where it was before. It grabbed earlier at two-three notches, now not at all. I'm aware there's a washer on the cable just before the 6 inch metal tube which apparently can be the source of this problem but isn't on mine. What am I doing wrong?

The brake shoe spreaders are hard to get positioned properly, may be your problem.

Spreaders are good, and I can tighten the adjustment wheels enough so that the wheels won't turn. Drawings in Haynes suggest maybe the cables could fall off the handbrake lever if they were moved around while I was working at the rear. That's what it feels like. Next stop: check the "T" lever at the handbrake.
