How to fill/patch holes that were drilled in the floor pan??

I just picked up a 911S Targa project. The previous owner drilled three holes in back of each seat in the floor pan to mount shoulder harnesses. What recommendations would you have to patch these holes? They must have been sealed pretty good when done as there is no rust around them.
    Thanks!

I would cut out some round 'fillers' in some 1mm steel and either weld them in or, if you don't want to affect the interior sound deadener and bottom schutz use some JB Weld layered to hold the fillers in place.
