Smile Pedal board hold down bracket

Does anyone know if the pedal board hold down bracket is welded to the inside of the floor pan or the outside? I have replaced my floor and now need to add the bracket and the floor board mounts for the passenger's side too. My usual source did not answer today. Thank you!

When I said inside of the floor I meant interior of the car or exterior of the car on the floor pan?

It goes on the inside of the car and looks like this:

expanding on this thread a bit, Transferring all hardware from old hammered pedal board to a new one. Are there any tips for getting the "riveted" items from the old board to the new one.? Any help appreciated

After grinding off the old rivets I use a rivet squeezer and new hollow rivets. Pop rivets would also work.
