Apart from ordering a COA, is there any other source to determine if a car has correct engine and transmission number when looking at purchasing a car?

You can check in the Porsche 911 Red Book for VINs and engine numbers. They will list a range of VINs for, say, a 1969 911T coupe, and a range of engine serial numbers that corresponds to the VIN range. If they fall within the same range, it's a pretty good bet that it's the original motor, though not a 100% guarantee.
My 1950 VW Bug's VIN and engine serial number are both for July 1950. I have no doubt that it's the original motor.

I believe Porsche will only discuss it with the owner. Phone 1-800-PORSCHE

If you're a registry member you get a database of the cars that are "registered" in the Early S Registry (it's sent annually). You can usually figure out from that data if you're at least in the ballpark (or out of it), by comparing the chassis/eng #'s you have with the other cars listed in the database.
Just another good reason to become a member!

I don't have direct experience but 4 or 5 people have told me PCNA will respond by phone with a "yes" or "no" if given a chassis and engine number.
A general rule of thumb is that the chassis number will be around 1/2 the engine number - more or less - in years where Targas and coupes were offered. this is because there were 2 chassis lines and one engine line... but many, many exceptions.
